Seminar on Curriculum Construction of Sports Law was Held in Renmin Law School

On 25th November, 2017, the seminar on the construction of sports law course was held by Renmin Law School in meeting room 725 in Mingde Law Building. Liu Yan, president China Law Society of Studies on Sports Law (China Association for Sports Law) and former director of Department of Policies and Regulations of the General Administration of Sport of China, Professor Tian Siyuan, director of Sports Law Research Center of Tsinghua University Law School, Zhou Ling, director of General Office of International Relations Department of Beijing Organizing Committee for the 2022 Olympic Winter Games, Zhang Guofeng, deputy director of Research Office of General Planning Department of Beijing Organizing Committee for the 2022 Olympic Winter Games and Li Mingtian, lawyer of Dentons Law Offices were invited to attend the meeting. Ma Jiangtao, teacher of Sports Department of Renmin University of China, Jin Haijun, Professor of Renmin Law School, Li Xiuqi, director of Training and Alumni Committee, Chen Qinghua, section chief of Academic Affairs Office and Song Ye, dean of jurist master, participated in the meeting. Professor Zhang Xiang, deputy president of Renmin Law School, presided over the meeting.


Firstly, Professor Zhang Xiang introduced the curriculum system reform of Renmin Law School. He pointed out that the new leadership of the law school should regard the curriculum system reform as a key task. The first-class university must have first-class curriculum system. During the process of developing the world-class law discipline, the curriculum system reform was very urgent. Sports law was a new discipline that Renmin Law School had always wanted to promote. We hoped that Renmin Law School can make a breakthrough in the construction of sports law curriculum with regarding help of the preparing and organizing Beijing Winter Olympic Games as an opportunity. We hoped that the experts attending the meeting can give some suggestions.

Then Professor Jin Haijun introduced the setting up and teaching syllabus of sports law curriculum in Renmin Law School. The sports law course Professor Jin Haijun opened focused on lecturing from the perspective of intellectual rights. He pointed out many case of sports events concerned with intellectual rights. Sports law was also involved with a lot of legal issues such as arbitration and dispute settlement. Although the course involved these legal issues as a whole, the course specialized in specific issue before. As a result, our law school paid attention to researching and discussing sports law under the intellectual rights framework. According to the collected information, Professor Jin Haijun also introduced the curriculum and textbook publishing of sports law in other countries. Finally, Professor Jin Haijun gave some questions to discuss, including the name of the course, the content and system of the course.

President Liu Yan thought that we had come to a basic consensus on the name of sports law course. President Liu Yan pointed out that sports law course opened in sports colleges was more like the popularization of law instead of professional course. The sports law course faced to undergraduates of law schools would be limited be teaching hours. So, the sports law course should be faced to postgraduates. President Liu analyzed the features and advantages of different law schools in researching sports law and suggested that Renmin Law School can established the curriculum system of sports law through lectures. Meanwhile, the teaching of sports law should highlight the characteristic of Renmin Law School and highlight the characteristic of intellectual rights research. President Liu Yan also expressed his opinions on the copyrights of dance sport and ice dance and pointed out the teaching syllabus should include the legal issues of sports organization and organizations of competitions.

Tian Siyuan, Professor of Tsinghua University, introduced the curriculum and talent cultivation of sports law in Tsinghua University Law School and analyzed the current situation of sports law course of different universities in our country according to statistics. Professor Tian Siyuan thought sports law involved both public law and private law. Renmin Law School had an advantage in teaching sports law from the perspective of intellectual rights. Now it was difficult to build the curriculum system of sports law, so the characteristic of sports law course should be emphasized. Professor Tian Siyuan suggested that Renmin Law School should put emphasis on sports law and regulations and the solutions of specific legal problems. When constructing sports law curriculum, ideas, teachers and teams were all important.

Zhou Ling, director of General Office of International Relations Department of Beijing Organizing Committee for the 2022 Olympic Winter Games, introduced her experience on participating in the preparation for the Olympic Games and the Olympic Winter Games and mentioned the complexity of the legal issues the Olympic Winter Games involved. She pointed out that studying sports law from the perspective of intellectual had a very broad prospect, because technological advances and reforms had posed new challenges for the organization of the Olympic Games, which was good for the research and development of sports law and intellectual rights.

Zhang Guofeng, deputy director of Research Office of General Planning Department of Beijing Organizing Committee for the 2022 Olympic Winter Games, introduced his experience on participating in the preparation for the Olympic Games and gave his suggestions on scientific construction of sports law. He said that sports activities should obey and serve the overall national situation and sports activities had effect on the international communication and political relations. The cultivation of talents for sports law should emphasize the internationalization.

Li Mingtian, lawyer of Dentons Law Offices, pointed out that it was necessary to distinguish ¡°business field¡± and ¡°industry field¡±. Sports law belonged to ¡°industry field¡±, however, the ¡°industry field¡± eventually would be implemented in ¡°business field¡±. The ¡°industry field¡± and the ¡°business field¡± should be combined properly.


Ma Jiangtao, teacher of Sports Department of Renmin University of China, introduced the cultivation of sports talents and the concern for sports law. He advised that Renmin Law School should highlight its advantage in civil and commercial law in the construction of sports law.

Li Xiuqi and Chen Qinghua, teachers of Renmin Law School office, gave some specific suggestions from the perspective of discipline construction and talent cultivation.

In the final summary, Professor Zhang Xiang said, the curriculum system reform should respond to the social demand. At present, the reform of the curriculum system in law schools needed to break the boundaries and barriers of disciplines and cultivate international talents. Curriculum construction was just one aspect. We also needed to make some reforms on the issues we study. He suggested to establisha sports law research institute.

The reform of the curriculum system was one of the key tasks of the new leadership team of Renmin Law School. A symposium held to discuss the sports law course showed that Renmin Law School attached great importance to the emerging course. Now, the curriculum system reform was still in the research stage. Some courses with same contents would be selected among undergraduates, postgraduate and doctoral students. It was reported that the new curriculum system of Renmin Law School would come out and be carried out in 2018. It was believed that with the progress of the curriculum system reform and a series of other work, the construction of the first-class discipline in Renmin Law School would move to a new level.
