The Symposium on "Smart Judicature and Judicial Reform"

On December 2nd, 2017, ¡°Smart Judicature and Judicial Reform¡± symposium was held in Guangzhou, which was jointly organized by RUC Procedural System and Judicial Reform Research Center, Guangdong University of Foreign Studies, and Tencent Network Security and Crime Research Institute. More than eighty experts and scholars from Legislative Affairs Commission of the National People¡¯s Congress, Politics and Law Commission of the Central Committee of the CPC, the Supreme People¡¯s Court, the Supreme People¡¯s Procuratorate, the Ministry of Public Security, the Chinese Academy of Social Sciences, Renmin University of China, China University of Political Science and Law, Tianjin University, Zhejiang University, Sichuan University, Sun Yat-sen University, South China University of Technology, Guangdong Province Law Society, Politics and Law Commission of Guangzhou City, the People¡¯s Procuratorate of Guangzhou City, Guangzhou Intermediate People¡¯s court, the People¡¯s Procuratorate of Shenzhen City, the People¡¯s Procuratorate of Jiangmen City, attended the symposium.

The symposium included three parts: ¡°Smart Court¡±, ¡°Smart Procuratorate¡± and ¡°Smart Police, Smart Judiciary and Evident System¡±. Professor Chen Weidong, the director of RUC Procedural System and Judicial Reform Research Center, Professor Wang Yi, the dean of Renmin Law School and the director of RUC Future Law Research Institute, Professor Liu Pinxin, Professor Li Fenfei, Associate Professor Cheng Lei, Associate Professor Guo Rui participated.

Professor Chen Weidong chaired the opening ceremony. Liang Weifa, the president of Guangdong Province Law Society, Professor Wang Yi, the dean of Renmin Law School, Chen Simin, the deputy secretary of Politics and Law Commission of Guangzhou, Shi Youqi, the deputy party secretary of Guangdong University of Foreign Studies, and Tang Jinhuai, the vice general manager of Tencent Security Management Department, made speeches.


Dean Wang Yi said the upsurge of new technological revolution was in the making. The big data became a reality. The algorithm was improved. Artificial intelligence had made breakthroughs. What was worth thinking about was how to make these improvements to be used by mankind. In September of 2017, Renmin University of China established the Future Law Research Institute, for purpose of responding to the challenges that the new round of technological revolution brought to the rule of law. From the perspective of legal research and legal education, the institute was hoped to be a platform for international dialogues, and to make a contribution to China¡¯s judicial reform and smart judicature.


In the symposium, Professor Liu Pinxin differentiated smart procuratorate from previous office automation and website construction. He also shared his opinions on the concept and the scope of smart judiciary. Professor Li Fenfei talked about the application of judicial big data. He believed the massive date would play a great role in promoting the perfection of smart judiciary. Associate Professor Cheng Lei thought that the application of information technology, such as big data and artificial intelligence, alleviated the difficulties brought by the shortage of judicial personnel, and also promoted the effectiveness of investigation. Associate Professor Guo Rui suggested law scholars fully participating in the smart judicature construction. The scope of technological application needed to be studied further.





At last, Professor Chen Weidong made a closing speech. He concluded ¡°smart judicature¡± with follows: First, to facilitate parties¡¯ requests for justice and to achieve the people character of judiciary; Second, to improve the efficiency of judicial organs; Third, to enhance the capacity of judicial administration; Fourth, to promote judicial justice, especially procedural justice. At present, the application of smart judicature lied in the use of intelligent prompting and case classification, which cannot interfere with judicial personnel¡¯s independent judgment. He also put forward two suggestions: First, the database construction shall put emphasis on the protection of citizen information. Institutional construction shall be perfected, such as the information collection, storage and usage standard. Second, the construction of smart judicature shall be standardized and in an orderly manner. The central judicial organs shall unify the implementation of standards as soon as possible, to avoid the waste of investment.
