Consumer Protection Law and Administrative Law Division Seminar of Comparative Study on Asian Food Safety Law System was successfully held at Hitotsubashi University

On 10th March, 2018, Consumer Protection Law and Administrative Law Division Seminar of Comparative Study on Asian Food Safety Law System was successfully held at Hitotsubashi University. RUC Collaborative Innovation Center for Food Safety Governance took part in the seminar under the leadership of Prof. Hu Jinguang.


Comparative Study on Asian Food Safety Law System is a research project launched by RUC law school, Hitotsubashi University law school and Pusan National University law school, which has lasted for three years. The project is divided into three research phases in the unit of year, which are food safety legal system status quo analysis, food safety law system topics refinement, and policy advice. Through comparative research on food safety law system in three countries, the functions and cooperation areas of the food safety legal system are clarified, and efforts are devoted to finding and identifying research methods related to legal issues.

Prof. Hu Jinguang summed up the achievements of the project over the past two years, and affirmed the contribution it made to China food safety legal system research, especially under the severe food safety circumstance that food supervision and social education are both in need of improvement. Loads of professors and scholars from Food Safety Governance Center took part in the discussion on Chinas Food Safety Law System Research, and willing to draw lessons from the communication.

The Division of Consumer Protection Law Seminar was themed with Food Identification and Traceability.

Lee Joo Hyoung, director of Korea Food Safety Information Institute, mentioned that South Korea needed to apply consistent legal principles from farm to table, revise identification system and integrate the traceability system.

Prof. Meng Yanbei from RUC law school introduced Chinese identification law system, genetically modified labeling and cataloging regulation, balance between consumer and operator protection, and the inherent relationship between food traceability system and the labeling system with the example of genetically modified food.

The Administrative Law Sub-Seminar was devoted to discussions and exchanges on the theme of food safety law system and global standards.

Lee Sejeong, research member of Korea Academy of Legal Studies, mainly introduced the current situation, legal basis and main content of Korean HACCP, in order to respond to international trading environment changes. Sun Juanjuan, researcher of Food Safety Governance Collaborative Innovation Center, mentioned that food safety regulation is science-related, which needs scientific judgement to confirm food risks and regulation methods.

Comparative Study on Asian Food Safety Law System Seminar has been successfully held many times. This seminar conducted an in-depth study of food safety legal system from perspectives of consumer protection law and administrative law, and provided new ideas for the development of relative law system in Japan, South Korea and China.
