Seminar of Administrative Law Branch The Comparative Research of Food Safety Legal System in East Asia was Successfully Held in Pusan National University in South Korea

In July 7th, 2018, seminar of administrative law branch The Comparative Research of Food Safety Legal System in East Asia was successfully held in Pusan National University in South Korea. Prof. Han Dayuan, the executive director of Renmin University of China Center for Coordination and Innovation of Food Safety Governance, participated in the conference with his colleagues in South Korea.

The discussion and communication of the seminar focused on the topic Food Safety and Communication of Information and Risks.

Prof. Han mentioned in the opening speech that the contents and the results of the project The Comparative Research of Food Safety Legal System in East Asia have pushed the research of construction and legal system of food safety system in China, Japan and South Korea both in theory and practice and have established a stable comprehensive long-term mechanism for the research of food safety in China, Japan and South Korea. In the future, Center for Coordination and Innovation of Food Safety Governance will continue insisting on the branch research and interdisciplinary research of food safety legal system in East Asia, pushing and deepening the research and communication in the field of food safety legal system in East Asia.

The director of Department of Risk Communication of China National Center for Food Safety Risk Assessment, a researcher of Center for Coordination and Innovation of Food Safety Governance, Han Hongwei introduced risk communication and information release of food safety in China. He pointed out that China,s food safety regulators have established a food safety information release system at all levels and release relative information about food safety timely and diversely according to their duties and that China,s food safety regulators at all levels and relative technology institutions carry out risk communication and public opinion monitoring of food safety, organize various activities to promote the public scientific knowledge and faith in food safety and monitor the public opinion about food safety of main media home and abroad.

Prof. Kenji Shimoyama(下山宪治) of Nagoya University analyzed and reviewed Japans risk analysis method and risk communication in risk governance from the perspective of administrative law. He emphasized that risk communication should be used in personal and social decision of food safety, aimed at achieving the goal of trust through mutual understanding and communication and that Japans domestic risk communication should be expanded to East Asia and the globe to construct worldwide risk communication and ensure timeliness of risk communication.

Prof. Gao Qinwei of Central University of Finance and Economics, a researcher of Center for Coordination and Innovation of Food Safety Governance, commented on the report of Prof. Kenji Shimoyama下山宪治. He mentioned that human beings are entering a risk society, which has become a consensus of the world and that risk communication is a process by which government and the public adjust each others policy and behavior and establish a mutual trust, in which experts play a important role.

    LLee Hiong Joo李柱炯, a researcher of Food Safety Information Institute of South Korea, mentioned that it is far from enough only to pursue scientific safety because risk society has brought the uncertainty of legal system in the field of food safety. Article 84 of Food Sanitation Law as a social sanction was aimed to enforce the duties of administrative law by itself. Finally he explained the problem of food safety risk communication caused by the department difference between Food and Drug Agency and Police Agency of South Korea by plenty of examples.

Prof. Han commented on the report of Researcher Lee Hiong Joo. First, he pointed out that food safety risk communication has been paid more and more attention by governments worldwide and that risk assessment and risk communication of food safety have become an important tool to promote the social governance. Second, right to information, right to health and right to property of enterprises often collides in the field of food safety and how to protect right to health becomes a prior consideration and principle. Finally, we should push the construction of credit system in the field of food safety and use the credit system to strengthen food safety governance.
